Jody Herring, 40, shot 48-year-old Lara Sobel twice outside an office of the state Department for Children and Families in Barre, Vermont, as she was leaving work, WCVB reports.
Witnesses tackled Herring to the ground immediately after the shooting, according to The Burlington Free Press. She was taken into custody by police and charged with first-degree homicide.
Authorities said Herring was angry with Sobel over her involvement in a case that resulted in Herring losing custody of her 9-year-old daughter on July 10.
On Saturday morning, officials discovered the bodies of three other women who were also believed to be victims of Herring. The women, identified as sisters Rhonda Herring and Regina Herring, and their mother, Julie Ann Falzarano, were Herring's cousins and aunt.
Gov. Peter Shumlin confirmed Saturday that Herring is "the alleged perpetrator" in all four deaths, though she has not yet been charged in connection to the three women found dead Saturday, CBS News reports.
"I think all Vermonters are as shocked, dismayed, horrified and grief-stricken as all of us are," Shumlin said. "I cannot remember, in my lifetime, four people being murdered by the same alleged perpetrator."
He added that the three women were killed before Sobel was gunned down Friday.
Tiffany Herring, the 23-year-old daughter of Rhonda, told The Burlington Free Press that she found the three women at the family's farmhouse at about 8 a.m. Saturday.
"Both doors were wide open, and I walked into the living room, and that's where I saw my mom dead," Tiffany said. All three victims had been shot to death.
Herring is scheduled to be arraigned on Monday. She has not yet entered a plea, and it's unclear whether she has a lawyer.
A vigil for Sobel was held on Sunday.
