THE HURLY-BURLY WORLD OF SEVENTH AVENUE fashion moved uptown to New York City's Lincoln Center on Feb. 7 for the 13th Annual Council of Fashion Designers of America Awards, a black-tie and mostly black-dress affair that kept 2,500 designers, celebs and supermodels air-kissing into the wee hours. "It's nice to see someone get an award who actually deserves it," said writer Fran Lebowitz, who presented Calvin Klein with designer of the year awards for both men's and women's wear. Singer k.d. lang, one of designer Richard Tyler's regulars, gave him the new fashion talent award (see page 90). "He makes me feel comfortable, secure and perfectly tailored," said lang, in a flowing black Tyler suit. "That's a great comfort. I need all the help I can get." On a less formal note, actress Rosie O'Donnell, who dressed for the evening in pajamas by Todd Oldham, helped proclaim 1993 the Year of the Sneaker. "In case you're wondering," she told representatives from Nike, Reebok, Adidas, Converse and Keds, "I'm a size 9."
