Yet even amid such praise, the Two and a Half Men Emmy nominee, 41, tells PEOPLE that he and Mueller, 29, a real estate investor, are in "no rush" to hold their wedding – or even decide what sort of ceremony it will be.
Though earlier this week Mueller told PEOPLE she wants "a big wedding," the groom-to-be isn't so sure.
"Some people go to Vegas and stay married 30 years, other people invite everyone on the planet and it's over in the next day, so, I don't know," says Sheen, whose 2002-05 marriage to Denise Richards ended in divorce.
"But you can't overlook why everybody's there and what really matters on that day," he says. "But, we're in no rush. There's no pressure."
Still, Sheen admits, he knew it was the right time to pop the question. "I just got to follow my heart and my gut" he says, "and it just feels right."
While not elaborating on what his gut was telling him, he did say of Mueller: "I'm a lucky guy. She's pretty romantic. She's not shy. I'm like, 'Honey, my parents are watching.' She's very affectionate."
Speaking to PEOPLE at the CBS Stars Party held on the Great Lawn of L.A.'s Wadsworth Theatre on Thursday – the same day he received an outstanding lead actor in a comedy series Emmy nomination – Sheen said of the honor: "When I had eight messages before 10 a.m., which hasn't happened in a while, I figured that was a good sign."
He adds, "It felt like last year's wasn't just a mercy fluke gesture, that it was about people are starting to appreciate what we do, and hopefully they want to celebrate us for that."
