The dwarf's name is Nick Ploscaru, and he's as sinister, devious and delightfully corrupt a character as one could ever hope to run across in a private-eye novel. The year is 1946, and the dwarf hires an ex-OSS man to help him track a German who is murdering Nazi war criminals. The hunt takes the dwarf and his partner from California to Mexico to Washington and into a sinister postwar Germany of black marketeers, whores and terrified people, desperate to escape their past. There are triple crosses, and it's all crisp, funny and flawlessly entertaining. (Simon & Schuster, $9.95)
