For generations, preening parents have participated in this great and serious New Jersey tradition. Toddlers dolled up as mermaids, bears, bananas and honeybees are carted along the boardwalk while finicky judges rate their floats, costumes, appearance and behavior. Nations have fallen with less fanfare.
