The annual Whistle-Off has burgeoned from humble beginnings. This year contestants from four foreign countries will pucker up and blow to the tune of tapes, pianos, washboards and musical instruments of many ilks. Contestants, who in the past have included an 86-year-old grandma and an Oregon lawyer with his own backup band, may not conceal any musical contrivance in the jowls or under the tongue.
