The following newly available videotapes of animated programs for children were reviewed by Thaddeus Novak, 5, who believes that if it shows up on a TV screen and it moves, it can't be all bad. Thaddeus was assisted by his father, Ralph, 41, who recalls the time when you could see 25 cartoons for a quarter.
