Take two coat hangers, shape them into a circle, and you have a sturdy frame for a Christmas wreath. Milwaukee floral-design instructor Jim Manders mixes shoots of double balsam with scotch pine and sometimes boxwood to create an assortment of traditional wreaths and garlands. There are tips on making mistletoe clusters, decking your mantel with evergreens and dressing your dining table with fresh fruit centerpieces. Manders' lessons are lucid, but his manner is plodding, and the production suffers from amateurish direction and sloppy editing. What takes 87 minutes should take 60 and cost half the price.
