Bill is presidential in pinstripes, and Hillary was sleek last June in Paris when she donned black palazzo pants. But the First Lady, 46, usually struggles into pinched, pastel suits that deflect attention from her best feature, her face. Is she doing it on purpose? "You almost think she deliberately looks a mess," sniffs British fashion observer Emma Soames, "as if she fears being mistaken as frivolous." It's enough to give one a headband, er, headache.
