TWO NEW SCHOOLGIRL SITCOMS NOW bracket the workweek. NBC's Someone like Me (Mondays, 8:30 p.m. ET) stars Gaby Hoffmann (in real life, the daughter of Andy Warhol protégé and pseudoactress Viva) as a phone-addicted 11-year-old living in a frantic step-household where everyone is a threat to induce wisecrack whiplash. The cast standouts are Raegan Kotz as Gaby's pixielike best friend and Patricia Heaton as Gaby's mom. ABC's Sister, Sister (Fridays, 9:30 p.m. ET) stars identical twins Tamera and Tia Mowry as twins who were separated at birth. Fourteen years later they are reunited in a fractious house headed by seasoned TV veterans Tim Reid and Jackee Harry. Both shows arc silly, hyperactive vehicles expressly designed for those about to enter the exciting Clearasil years. Both earn the same grade: C+
