TWO CHERISHED CHILDREN'S TALES come to TV in animated specials this week. The Little Engine That Could (syndicated, check local listings) is an unassuming retelling of that familiar fable of positive thinking with its motivational mantra: "I think I can...I think I can." The Tale of Peter Rabbit and Benjamin Bunny (Mon., March 29,8 p.m. ET) is the first in a series of six specials based on Beatrix Potter's work that will air on the Family Channel over the next year. (This is the centennial of the illustrated letters Potter sent to a 5-year-old boy, which launched her publishing career.) The British production employs an expensive, splendid animation technique that is singularly faithful to Potter's original walercolors.
