The season's most beguiling performance can't redeem a humdrum drama. Michael (Wired) Chiklis plays the police commissioner of a suburban New York town, a character inspired by Anthony Schemberi, the unorthodox top cop in Rye, N.Y.

The series makes a weak slab at the Hill Street Blues mix of humor and pathos. But Chiklis is a marvel of believability, vividly creating a character who is disarming, droll, clever and compassionate. Theresa Saldana and David Paymer costar.
