Navy Secretary H. Lawrence Garrett III, 53, resigned his Washington post on June 26 amid growing controversy about the Tailhook Association convention last September in Las Vegas. Twenty-six women, half of them naval officers, said they were sexually assaulted by drunken Navy and Marine Corps pilots. Garrett accepted complete responsibility for a "leadership failure" that allowed the incident to happen.

Piano Man Billy Joel, 143, just one credit shy of graduation from Hicksville (N.Y.) High in 1967, got his diploma June 24 after his alma mater decided to waive his gym requirement and give him English credit for creative writing and public speaking in the 25 years since. Happily accepting, Joel said the sheepskin would go to his mother, who couldn't attend. He also promised her he'd "get out of this dead-end job and start working on a career with a real future."

Supersecretary Fawn Hall, 32, who in 1986 smuggled out National Security Council documents under her skirl during the Iran-contra affair to protect her boss, Oliver North, is engaged to writer Danny Sugerman, 37, who has penned two books about the Doors.

Actress Patti (Wiseguy) D'Arbanville, 40, and fireman Terry Quinn, 32, are celebrating the birth of their second child, 8-lb. Liam Patrick, born June 22 in Manhattan. D'Arbanville has a son from her relationship with actor Don Johnson; Quinn has two children from a previous marriage.
