In the most promising sitcom of the season, Valerie Harper plays a beleaguered city manager trying to deal with constant emergencies while getting no help at all from her whackezoid staff. The funniest of the lot is Todd Susman (Constable Shiflett from Newhart) as her deputy.

In an ironic bit of counterprogramming, City airs opposite The Hogan Family, the NBC series that was originally titled Valerie before Sandy Duncan replaced Harper in the lead.

That's not all. Harper's dropout daughter on City is nicely played by Luanne Ponce, whose brother Danny is on The Hogan Family. Watch out, Hogans. City puts a lot of comedy plates up in the air and keeps them spinning smartly.
