On Jan. 20, 1942, Reinhardt Heydrich, Adolf Eichman and other Nazi leaders met to iron out details for the so-called final solution to the Jewish question—the Nazi effort to exterminate 11 million Jews. Now, in a West German film performed in German (and subtitled in English), actors reenact the conference to show us that even a meeting about this most abhorrent act could look like any other business gathering—with politics and pecking orders, bureaucratic pettiness and jargon and even crude passes at secretaries. This is not another war movie, not at all. It is a drama with a point—that evil often does not show itself with horns and fangs; evil can be on the agenda even of a banal business meeting.
