Picks and Pans Review: Top of the Hill

This one is from unpredictable producer Stephen J. Cannell (his credits include The A-Team and Wiseguy). The concept of this show, about a naive congressman who loves to surf—played by William Katt, formerly The Greatest American Hero—is barely plausible. And as if a surfing congressman weren't enough, this is a surfing congressman who barely thinks about sex. What saves the series is Katt's likable presence, which makes even the most ridiculous plot twists (such as his single-handedly fighting drug smugglers in Latin America) forgivable.
