A relaxed, mellow singer with an insinuating, Randy Travis edge to his voice, Akins, 27, may not really know what living is all about, but he has at least a functional grasp of country music. And he didn't insist on writing his own songs for this, his third album. The CD includes an enjoyable cross section of tunes, from the optimistic "Happy as We Wanna Be" and "Love Rules" to "Not in the Cards," a thoughtful, Tom Shapiro-Bob Regan song about a disappointing series of postcards from a girlfriend. This is a rambunctious album that ought to propel Akins, a Georgia native, into the top rank of Nashville's horde of new male singers. (Decca)
