On a campus in Maine, a maniac is offing students with gruesome scenarios borrowed from so-called urban legends, those freakish, unprovable stories that take root in the public imagination. This movie, from the team that produced I Know What You Did Last Summer, has a few jolts, not much more. As the girl destined to confront the killer, Witt (Cybill) is glum and earnest. What is she, a divinity student? Leto, as a campus journalist, looks like the cartoon character Speed Racer. (R)
