The 61-year-old entertainer was performing Dec. 12 in Goteborg, Sweden's second-largest city, when she collapsed while walking offstage.
On the advice of doctors, she flew back to the United States the following day.
"She was that sick," Arrow said. "You wonder why she had the courage to get on the stage when she shouldn't have." Still, the attorney declined to elaborate on Minnelli's health scare, saying only, "Not to worry."
The two-time Tony winner is expected to resume rehearsals at the end of this week, and plans to head back out on tour Jan. 12, with a show in Providence, Rhode Island.
Minnelli, the daughter of Judy Garland, won an Oscar and a Golden Globe for her portrayal of the self-destructive Sally Bowles in the 1972 film Cabaret.
