"I got my U.S. visa today, yay!" she told PEOPLE at the awards. "It means I can go and tour there and finish what I started, which is something I've wanted to do for a while."
Allen had her visa revoked – and was forced to cancel a string of show dates – in August 2007 after a scuffle with a photographer.
The singer – who has blamed her record company for album delays – also revealed that she finally has a title and a release date for her second album.
"It will be out Feb. 9 and – can I say the name of it?" she asked her manager. "It's called It's Not Me, It's You." As for the sound and tone: "It's different," she said coyly. "It's just ... different."
Allen wore a Chanel dress and Louis Vuitton shoes to the awards, held at London's Dorchester Hotel. The trim-looking star – who said she's doing "nothing special" ono the diet and exercise front – also showed off a new short hairstyle. "I just did it two weeks ago," she said. "No reason, just needed a haircut!"
