NICOLE RICHIE, 27, and her boyfriend JOEL MADDEN, 29, are expecting their second child, Madden announced barely a year after the birth of their daughter Harlow. "God has truly blessed my family," the proud papa wrote on his band Good Charlotte's Web site Feb. 21. Adding to their brood has always been their plan: "I would love for [Harlow] to have a little brother or sister," Madden told Scoop last year. Following Madden's online post, the expectant parents celebrated the news with friends at a post-Oscars bash hosted by Brent Bolthouse and Hollywood agent Patrick Whitesell. Meanwhile, at a Leeza Gibbons-hosted bash at Mr. Chow in Beverly Hills, friend Paris Hilton gushed, "I'm so excited for Nicole. She's the best mother I know. I think it will be a boy!"

Her dad claims her ex-manager put drugs in Britney's 'biscuits'
Britney Spears' father told an L.A. judge Feb. 23 that ex-manager Sam Lutfi is a "predator" who must be kept away. Jamie Spears says Lutfi had a prepaid cell phone delivered to Britney, 27, so he could get in touch with her, and wants a restraining order against Lutfi renewed. Lutfi admits he's passed messages through her hairdresser and her ex, Adnan Ghalib, 36, but insists Britney was texting him. Her father says when Lutfi was in Brit's life, "he put drugs into her biscuits ... [and was] mentally abusive." Today, Britney is "stable, making her meetings, taking care of her babies, doing things she's supposed to do."

On Rihanna's 21st birthday Feb. 20—almost two weeks after she was allegedly assaulted Feb. 8 by boyfriend Chris Brown, 19—one of her well-wishers was, in fact, Brown. "He called her to wish her happy birthday," says a source. "They've reached out to each other. It's been mutual." While they may be speaking to each other, the pair are keeping a low profile: Brown was last publicly photographed at a police station the day of the incident, while Rihanna emerged in Los Angeles Feb. 19—the same day a disturbing photo of her battered face surfaced on the Internet.

Zac Efron celebrated his BFF Bubba Lewis's 20th in Hollywood. On Feb. 21 Jennifer Lopez and Marc Anthony threw a bouncy-castle bash for twins Max and Emme, who turned 1 the next day. Cruz Beckham's 4th was superhero-themed—he wore two costumes.

The actress rang in her 30th in full Audrey Hepburn regalia! Hewitt's mom arranged for and joined her daughter for breakfast at the store. Later Hewitt had a Hepburn-themed bash with her Ghost Whisperer costars. "It was amazing," she told PEOPLE at L.A.'s APLA party Feb. 22.
British singer Lily Allen (left) and Lindsay Lohan have become besties since Allen's recent arrival in L.A. On Feb. 19 the pair even got matching "Shhh ..." tattoos on their fingers at L.A.'s Shamrock Social Club. The next night they hit Guy's lounge and later went to Lohan's pad for late-night bonding.

3 What was it like working with Keshia Knight Pulliam, a.k.a. The Cosby Show's Rudy Huxtable?
She needed a chance to show people that The Cosby Show was 20 years ago. She was fantastic.
4 You write, produce, direct, act and own a movie studio. How does it feel to be a mogul?
It makes me tired, like I need to go take a nap!
5 Are you psyched about your role in the upcoming Star Trek movie?
I'm playing the Starfleet Commander, a human. It would've been awful for them to ask me to do it and then completely cover me up in a costume so no one would recognize me!
