The baby, born March 23 in Los Angeles, joins big sister Eloisa May, who is 8, according to the actress's manager.
"Penelope and James are thrilled to have another girl and a little sister for Eloisa," he said.
The Carlito's Way and The Messengers star, 45, will next be seen in the family adventure feature Robosapien: Rebooted and Free Style, with High School Musical's Corbin Bleu.
