A bill authorizing a license plate to honor former president Ronald Reagan is hung up in the California Assembly. Proceeds from sales of the tags would benefit the Reagan presidential library. The Golden State's Senate Transportation Committee chairwoman says the committee is not considering special license plate bills right now, because the 54 kinds of plates previously approved this year are already too confusing to law enforcement officers. The bill's author says the Reagan measure deserves a hearing.
