TV's perennial bad girl Heather Locklear, now cavorting on ABC's "Spin City," and the sometimes naughty musician-producer Sean "Puffy" Combs will join forces next month to host this year's VH1/Vogue Fashion Awards. The flashy event, to be broadcast on the cable network (natch), will take place Sunday, Dec. 5, at New York's Armory and is set to honor the hottest designers, models, rock stars and other glitterati. Presenters scheduled so far include Sandra Bullock, Samuel L. Jackson, Sharon Stone, Charlize Theron and Julianna Margulies.
