Cher Tops 'Worst-Dressed'

With her "million beads and one overexposed derriere," Cher headed retired fashion designer Mr. Blackwell's 40th annual Worst Dressed List. Speaking at a news conference Tuesday, Blackwell ticked off the names (and crimes) of 1999's fashion frumps. Others following Cher include Her Majesty Queen Elizabeth, Celine Dion (her backward Oscar tuxedo was "a profusion of confusion"), Martha Stewart ("the centerfold for the Farmer's Almanac") and the Dixie Chicks ("a trio of truckstop fashion tragedies"). Among Blackwell's "fabulous fashion independents" were Gwyneth, Oprah and Barbra.
