Freezing temperatures did nothing to deter fans of Britney Spears. West Virginians camped outdoors this weekend in four-degree weather for a chance to buy tickets for her April 8 concert at the Charleston Civic Center. Jim Perdue, 50, was determined to pick up concert seats for his grandchildren. "It's not bad out here," he said on Saturday. He should know. Perdue had been perched there since Monday.
