The Viewers for Quality Television has made its picks for the 16th annual Quality Awards and the big winners are a President (NBC's "The West Wing," best drama) and a sportswriter (CBS's "Everybody Loves Raymond," best comedy). Both series stars, Martin Sheen and Ray Romano, were also named best actors (actress awards went to Sela Ward for the ABC drama "Once and Again" and Romano's costar Patricia Heaton for "Raymond.") Also honored was a vampire: The WB's "Buffy the Vampire Slayer" was given the special Founders Award.
