As with the Presidential race, there appears to be no clear winner in the November TV Sweeps. Through last Sunday, say reports, ABC, with an average of 13.82 million viewers, and NBC, with 13.84, million, were statistically tied for the total number of viewers, though NBC led in the demographically preferred 18 to 49-year-old crowd. Meanwhile, "The West Wing" just missed making the Nielsen ratings' Top 10 for the week of Nov. 13-19. Perhaps Martin Sheen should demand a recount. (The rating is the percentage of the nation's estimated 100.8 million TV homes. Each ratings point represents 1,008,000 households.) The Top 10:
