"ER" got a major ratings resuscitation last week when it reached the top TV slot (leaping from 10th place the previous week) during the week of Jan. 29-Feb 4, according to Nielsen Media Research. Though "Survivor: The Australian Outback" and a so-called "super-sized" episode of "Friends" (increased from its normal half-hour format to forty minutes) duked it out, "Survivor" edged out the popular NBC sitcom in the ratings game. (The rating is the percentage of the nation's estimated 100.8 million TV homes. Each ratings point represents 1,008,000 households.) The Top 10:
