NEGOTIATING: DAVID HYDE PIERCE, who plays Dr. Niles Crane on "Frasier," for $1 million per episode, according to "Variety." If he gets it, he'll be the first costar to break seven figures per show. Star KELSEY GRAMMER is already making $1.6 million per show, "Variety" reported . . . DESIGNATED: Dec. 12, which would have been FRANK SINATRA's 86th birthday, as "Sinatra Day" in Las Vegas.
