"Outspoken Prince Philip has been accused of offending Britain's five million deaf people," reports London's Daily Express. "The Prince made a 'silly and insensitive' remark during celebrations to mark the opening of the Welsh Assembly. An official of the British Deaf Association had tried to introduce him to a group of deaf youngsters standing near a school band playing Caribbean music. Pointing to the band, the Prince said: 'Deaf? If you are near there, no wonder you are deaf.' Then he walked away."
