When Utah police led 20 searchers and five cadaver dogs onto a property in Salem, Ore., this week, they were acting on suspicions that Susan Cox Powell was buried there – and that the man who buried her was not her late husband, Josh Powell, but rather his brother, a politician and graduate student who later committed suicide.
Susan's father, Charles Cox – who has worked tirelessly with authorities to find his daughter – shares with PEOPLE that West Valley City, Utah, police believe Josh's brother, Michael Powell, was an accomplice in her murder.
According to Cox and other sources, detectives believe Josh drove the couple's Town & Country van hundreds of miles northwest in a snowstorm in December 2009 as his and Susan's two young sons, Charlie and Braden, slept in the backseat. They believe Josh turned Susan's body over to Michael, who buried her.

More than a year before her disappearance, Susan Powell considered filing for divorce but worried that her "crazy" husband Josh would view it as "an act of war" and retaliate, according to newly released e-mails.
"It feels like a never-ending cycle, but I'm too afraid of the consequences: losing my kids, him kidnapping, divorce or actions worse on his part, if I take a stand on one of his ultimatums," she wrote on July 5, 2008, according to The Salt Lake Tribune.
Around the same time, she also shared that she'd "written a sort of will in my desk b/c at this point, I don't know what to think anymore," according to another e-mail reported by The Deseret News.

Josh Powell is being painted by his cousins, Maurice and Patti Leach, as a victim of outside influences.
Authorities say Powell attacked his own two young sons with a hatchet before blowing them and himself up in a house explosion Sunday.
After prefacing their remarks by saying, "There is no justification for the loss of two innocent children, Charles and Braden," the Leaches go on to point fingers of blame at the courts, the news media, the government and religious bias.

Following the horrific double-murder-suicide of Josh Powell and his two young sons on Sunday, police have called Josh's father, Steven Powell, a person of interest in the 2009 disappearance of Josh's wife Susan.
Police are not calling the elder Powell a suspect at this time, but believe he may know something about what happened to his daughter-in-law, according to Utah's KSL.com.
"They lived together in the house," West Valley City, Utah, police chief Buzz Nielsen tells KSL. "There are things he should want to talk to us [about], we hope."

Dealing with their horrific loss, first of their daughter, Susan Powell, and now of their grandsons, Braden and Charlie, Charles and Judith Cox credited their faith as helping them cope.
"We know where our daughter is … she's safe," Charles Cox, his wife sitting beside him, said on Tuesday's Today show. "And we know the boys are now back with their mother."
The Coxes also described their last day with the boys, who were in their care and having a good time playing with their cousins until their father, Josh Powell, came to get them. The boys didn't want to go, said their grandparents, but by order of the court it was mandatory that they did.
"I was concerned about the visitation," said their grandfather. "We knew what he was capable of."
