The finale of The Bachelor isn't until March 14, but Ben Higgins spilled the beans Tuesday on Good Morning America that he proposed to one of his remaining two women: real estate developer JoJo Fletcher or flight attendant Lauren Bushnell.
Speaking to PEOPLE exclusively, Higgins gives more details on the romantic decision.
"I've held a lot back for a long time now," says Higgins, 27. "I'm ready to say it, I'm ready to announce what's going on, what happened. I can't help but say I'm very much in love!"

Traditionally, Bachelors have kept the final outcome secret until the ending, but "nobody told me what I can and can't do," Higgins says. "I don't know if there is a rulebook. If there is, nobody gave it to me!"
On Monday's episode, Higgins told both Fletcher, 25, and Bushnell, 26, that he loved them.

"It's not easy," he says. "It's not ideal. But I don't take anything away from my feelings. And I'm glad I felt that way because they're great women. If I hid that, I would have felt weird."
Luckily, his fiancée is understanding. Says Higgins: "She has been supporting and loving, just like a good partner would!"
The Bachelor airs Mondays (8 p.m. ET) on ABC. Tune in to the Women Tell All episode on March 7 and the season finale on March 14.
